The Associate Vice Chancellor for Data Governance and Intelligence (AVC) is responsible for providing leadership and oversight of data governance across the entire university. The AVC leads data architecture, quality, integrity, security, and stewardship efforts and oversees application administration, operational reporting and support of business intelligence resources. This position reports to and supports the Vice Chancellor of Information Technology and Chief Information Officer (CIO) with the development of critical initiatives to improve or enhance data quality in support of strategy development and decision making. The AVC manages application administration staff members.
Primary Function of Organizational Unit:
Information Technology Services (ITS) strengthens and supports the University’s mission of exemplary teaching and learning, scholarly and creative research, and effective engagement and public service by providing the information technology infrastructure, software, hardware and support to achieve the University’s strategic goals. ITS is composed of six departments which work with the university community to provide the information technology support and services required to realize operational excellence, integrate advanced technology and create efficient and effective technology solutions.

Minimum Qualifications *Eight years of work experience relevant to the duties of the position. *Five years of direct supervisory experience. *Bachelor’s degree related to the duties and responsibilities of the position. *Five years of experience with the support and management of ERP systems and enterprise databases, and basic knowledge of SQL. *Broad knowledge of data definition, governance, classification, management, protection and use throughout the data life cycle. *Demonstrated ability to lead cross-functional teams and enterprise-wide programs, operating and influencing effectively across the organization and within complex contexts. *Demonstrated ability to analyze, understand, and effectively communicate business requirements and technical design. *Demonstrated ability to use effective trouble-shooting and problem-solving, negotiation, and decision-making skills to influence clients, peers, management and external partners. *Demonstrated project management experience and excellent analytical skills. *Knowledge of software testing and upgrade planning including the ability to coordinate updates in the face of multiple, competing functional requirements. *Strong interpersonal and communication skills and the ability to work effectively with a wide range of constituencies in a diverse community and with a commitment to outstanding client service. *Demonstrated ability to work collaboratively with ITS staff and university stakeholders of all levels of technical ability. *Demonstrated ability to lead, manage, motivate, develop, and evaluate professional IT staff. *Demonstrated ability to effectively organize resources and establish priorities. *Ability to provide effective and appropriate guidance to clients in the assessment and development of technology application systems and solutions.
*Ten or more years of work experience relevant to the duties of the position in a higher education environment. *Eight years of direct supervisory experience in a higher education environment. *An advanced degree related to the duties and responsibilities of the position. *Ten or more years of experience with the support and management of ERP systems and enterprise databases including significant technical knowledge of Ellucian Banner and SQL. *Experience in the development and enforcement of polices, standards, procedures and practices. *Broad knowledge of regulations and standards concerning the security of protected data such as ISO 27002, COBIT, FERPA, HIPPA, GLBA, NIST 800-171 and PCIDSS. *Significant knowledge of database design, development, data normalization, data optimization, and data management, especially with Oracle databases. *Significant technical knowledge of process design and development, service management, and planning, including experience in developing procedures for the support of new technologies and applications. *Knowledge of data modeling, data mart and warehouse design and implementation, and extract, transform and load (ETL) procedures. *Knowledge of service management including experience in the identification and collection of metric data and implementation of process improvements, service catalogs, and workflow management. *Knowledge of business continuity, disaster recovery, and system recovery including the ability to design a first-level responder plan for the user community.
