The Executive Director for Data Management is responsible for the overall management of infrastructure, tools and technologies, quality, architecture, strategy, and integration required to support and enable the analytical needs and aspirations of the academic and administrative areas of the University.� The Executive Director will work closely with the Director for Data Governance, Director for Institutional Research, other leaders at the University and members of the data community to insure that data requirements, needs and priorities are understood.� The executive director will both lead and participate in strategic planning for the data analytic domains and maintain an ongoing data management roadmap for the University.
PRIMARY DUTIES AND RESPONSIBILITIES:
Data Management Technical & Operational Leadership
Roll out an enterprise wide data management practice, with a focus on improvement of data quality, tools and technology, and enablement of the analytic needs of the University.
Lead the regular development and management of the data architecture and data integration practices to ensure that the eco-system continues to grow and scale appropriately as data needs continue to evolve across the organization.
Ensure that the cloud and on premise components of the data and analytics environment have clear and defined roadmaps, and the solutions maintained in a sustainable fashion that limits maintenance costs.
Serve as a liaison between IT and the provost office on technology to ensure that data related business requirements for protecting sensitive data are clearly defined, communicated and well understood and considered as part of operational prioritization and planning.
Partner with the Director of Data Governance on the inventory of the enterprise information maps, including authoritative systems, owners, and data definitions.
Partner on the development and implementation of data quality standards, data protection standards and adoption requirements across the enterprise.
Develop and maintain a data and analytics resource plan and model to stay ahead of changes in technologies and required skills.
Define indicators of performance and quality metrics and ensure compliance with data related policies, standards, roles and responsibilities, and adoption requirements.
Lead Senior Management, comprising resources from the schools and central administrative areas and IT functions, to achieve their objectives.
In conjunction with the others, provide progress reports to executive leadership and oversee periodic updates to the Data & Analytics Roadmap.
Coordinate external data sources to eliminate redundancy and streamline the expense related to those services.� As part of this coordination ensure that data sources not contained in the central warehouse environment are stable and documented to an appropriate level.
Manage, guide, mentor, motivate, and lead campus personnel toward accomplishment of project goals.
Recruit, develop and retain a high performing team responsible for delivery of information analytics, data analysis, and reporting solutions.
Act as enterprise data quality manager, in appropriate partnership, to ensure that data quality issues are identified, publicized, and addressed.
Data Management Strategy & Implementation
Establish and manage a formal university technology strategy and related to the analytics roadmap that would include information, tools, and resource growth and strategic priorities.
Lead engagement with the executives, schools, faculty, staff, and others to determine current state issues, future state needs, and develop priorities related to the technology and analytics environment.
Work closely with IT Leaders and other partners to develop an implementation roadmap as well as short and near term tactical plans to bring the strategy.
Identify new opportunities pertaining to the use of information assets to achieve efficiency and effectiveness as a strategic business asset at the Senior Management table.
Lead efforts to consolidate reporting platforms and provide vision for an information analytics roadmap and central repository of legacy and current electronic institutional data, including the purchasing process for related technology.
Define roles and responsibilities related to reporting and analytics along with expectations for schools and central unit resources.
Project Planning & Leadership
Manage a portfolio of moderate to complex projects related to data development, enablement, and reporting for the University.
Draw on your understanding of the data and proactively provide plan for the expansion of insights and overview.
Interact with leadership with trends observed and collaborate on strategic actions steps.
Work with all levels of the organization to ensure that expectations and outcomes are clearly meeting needs.
Understand and implement the measurements needed to drive improvements. This includes carrying out data analysis and data quality results.
Communicate issues and status reports to leaders and/or stakeholders.
Apply process and technology enablement knowledge to analyses and problems.
Escalate complex issues to project sponsors and/or leaders and make recommendations on how to overcome these.
Partner with leadership in both IT and the Provost office to support and engage governance groups for data and analytics.� Provide what is required to support overall demand management as part of governance.
Establish regular engagement with key executives and stakeholders to facilitate future state planning for the analytics and technology path.� Regularly review planning with governance groups.
Negotiate with parties, when necessary to work through prioritization and ensure that decisions are made and issues resolved.
Participate or Facilitate key planning and involvement activities with the stakeholders around the University.
Engage with various groups across the organization such as user groups, school leadership, and external partners such as BJC to ensure that we are aligned in approaches and strategies where appropriate.
Ensure that standards are established, communicated, and training provided to the technology staff to ensure that work continues to adhere to structure.
Continuously engage with departments to evaluate options and opportunities to connect to leverage additional data sources.
Perform other duties as assigned.
Bachelor’s degree in a related field plus 10 years of relevant experience or equivalent combination of education and experience.
Relevant experience includes: participating meaningfully in the design and implementation of enterprise data governance, business intelligence and reporting, and/or organizational analytics in an environment similar to a complex research university’s; leading projects requiring technical and/or business expertise; resolving complex technical or business challenges; providing direction and leadership to a projects and organizational leadership teams.
Masters in analytics, informatics, computer science or management information systems.
3 to 5 or more years of experience in IT Project Management to include: scheduling, coordination, control, budgeting, and/or project/process documentation.
Minimum three to five years of experience with information analytics reporting tools.
Knowledge of information analytics solutions and implementations within higher education and ability to see, articulate, and help shape the future of information analytics.
Strong knowledge of data warehouse design methodology in a higher education context such as Kimball, Inmon, or equivalent methodology. Thorough understanding of data modeling for data warehousing.
Outstanding background in data analysis tools and methods, familiarity with ETL processes and experience working with highly skilled quantitative/statistical analysts.
Strong Database skills including design, Oracle, SQL, and stored procedures.
Excellent people skills in the delivery of IT related projects and experience managing and mentoring information analytics and data warehouse development team.
Demonstrated success in understanding and mapping client business requirements and establishing customer satisfaction criteria for project success.
Ability to independently plan, organize, and control the activities of multiple, large scale, cross functional project teams and manage difficult situations within tight project time frames.
Knowledge of application development, including business requirements gathering, development, testing, and implementation.
Proven experience with academic management from the perspective of a university, school or other academic unit at an institution of a scale and complexity comparable to Washington University.
Proven experience designing and implementing data governance in a complex (decentralized) organization.
Proven experience designing and implementing an organizational reporting strategy that provided decision making input and analysis to senior leadership.
Prior experience in a higher education technology environment.
Prior experience in a matrix management structure in which you rely on other leaders for delivery of portions of your work.
Prior experience in developing, designing, or delivering reporting or analytic solutions for leadership.
Extensive experience using project management and various systems development methodologies.
The interpersonal versatility, comprehensive vision, organizational skills, and communication ability to sustain trust across a complex, multi-constituent environment, to lead and facilitate strategic disruption, and to align interests for the sake of greater common goals.
Expertise in delivery technologies and data access and a working knowledge of analysis and reporting tools that can address the needs of an academic enterprise.
Ability to partner with WashU IT staff and generally to work in a team environment.
Ability to work well with and coordinate effectively a range of subject-matter experts from the schools who will participate in the design and implementation of the systems, and to interface on their behalf with technical experts in IT Services, from vendors, and from implementation partners.

The work is normally performed in the offices located across Campus. There will be activities that require trips to many University offices and offsite locations.
