Commute Options & Planning is responsible for transportation demand management for the University of Washington. Commute Options & Planning promotes sustainable transportation options such as walking, bicycling, transit, and ridesharing to campus, through products such as U-PASS and promotional events and programs, as well as consultation and technical support of plans and projects to enhance the campus commuter experience.We have an outstanding opportunity for a Transportation Data Analyst.Working with the Commute Options & Planning Manager, the Director of Transportation Services, and the rest of the Transportation Services team, the Transportation Data Analyst will play a vital role in providing and evaluating data needed to drive business, planning and policy decisions of Transportation Services to increase sustainable transportation options on campus.The position requires excellent skills in gathering, analyzing, and reporting financial data, often originating from multiple sources. Position requires an innovative, creative, highly motivated, team-oriented individual. Requires a proactive and positive business approach focused on meeting current and future needs where data and knowledge derived from data will play a critical role in executive level decision-making.Primary Duties and ResponsibilitiesFinancial Modeling - 30%*Perform cost-benefit analysis of policy or fare-setting proposals or similar; research the revenue implications of different proposals.*Assist in the development and monitoring of capital plans and budgets for Transportation Services and engage in discussion to determine budget priorities to ensure financial and operational stability and effectiveness.Transportation Planning Analysis -30%*Analyze transportation systems, policies, programs, and facilities; identify gaps, barriers and opportunities; evaluate alternatives; make recommendations on policies, plans, and projects; participate in the implementation/evaluation of adopted solutions and projects.*Stay abreast of transportation modeling/spatial analysis industry trends, research and practices.Commuter Travel Behavior/Market Assessment -15%*Design, plan and conduct market research of campus community; Evaluate and make recommendations for business, policy and programmatic decisions.*Develop and conduct customer surveys to understand perceptions and attitudes about transportation modes.*Stay abreast of behavior change industry trends, research and practices.Communication, Reporting & Policy Development - 15%*Maintain working relationships with staff and management at all UW campuses, the Registrar's Office, Student Fiscal Services, Office of Planning & Budget, Facilities Accounting, and other affected parties.*Partner with all Transportation Services workgroups to develop collaborative information sharing systems and streamline data analysis across units.*Represent the University positions and interest in staff-level interagency relations with city/county/state.*Draft attractive, legible and informative reports and policy briefs to support business decisions.*Maintain monthly, quarterly and annual reports to meet compliance obligations with city/county/state.*Develop and maintain unit balance score card measures and dashboards to help driven business, policy and programmatic decisions.Process and System Management and Improvement - 5%*Evaluate and make recommendations for data and process system improvements.*Requires detailed knowledge of data mining within UW systems and in-depth understand of how to interpret and use data to produce viable and accurate reports; prepare reports and official documents in support of Transportation Services objectives and priorities, ensuring inclusion of perspectives of internal and external constituencies and other affected parties.*Maintain knowledge of all associated internal database logic and prepare background information regarding requirements, changes, or innovations.*Use word processing, U-Pass Membership Manager, Student Database, Workday, HEPPS, ORCA Business Account Website, Enterprise Data Warehouse, Salesforce, PayPal, web forms, graphics, statistical spreadsheet and/or database software including WHEELS, T2/FLEX and MS Office Suite.Research and Vendor Management - 5%*Design, plan and conduct research, independently or in conjunction with a vendor, to provide data for Transportation Services to make business, policy and programmatic decisions.*May oversee the work of student employees on field research projects;
