IPP Finance and Information Technology is composed of two distinct departments:
The IT Department serves as stewards of Infrastructure Properties and Planning and Human Resources & Safety Services IT resources, data resources and policies. IPP IT is comprised of computing services and programming services. Computing services includes computer support and systems administration. Programming services main focus is the development and maintenance of specialized software systems that support IPP operations.
Finance is responsible for financial oversight, budgeting, forecasting, analysis, reporting and compliance. The team supports capital planning, projects and strategic use of funds. Strategic partners to the organization's leadership and operational line management in the development of new programs and services. Provide financial guidance for statutory, Contract College, general purpose, enterprise, designated and gift and endowment funds and accounting issues. Ensure the accuracy, completeness and integrity of the financials. We work collaboratively with the division of financial affairs, planning and budget and partners across campus.
This position is one of five positions supporting Energy & Sustainability. This role maintains close working relationships with finance staff in the colleges / units and within our Division to provide comprehensive financial information, analysis, and reporting. Collaborates with others in the development of analytic tools / metrics. Supports the annual planning efforts concerning the utility components of the campus Budget Model utilized as a budget assumption for the colleges / units.
Responsible for the day-to-day management, operation, upkeep and improvement of the Utility Data System utility billing module / database (InStep EBS). InStep EBS serves as the utility billing system for the campus utility service center units as well as the depository of other non-billed utility cost and consumption data. This other information includes production and informational meters. This data is campus wide, not just data specific to the processing needs of Infrastructure Properties and Planning. Various divisional websites and dashboards are provided this information to support analytics across the University.
InStep EBS includes two billing modules - GUP (campus-generated utilities) and PUP (outside vendor / payables). This position is responsible for the GUP billing. Current billing valued at $50M for campus-generated commodities; $5M for off campus vendor billed.
Participates in and/or implements reengineering efforts to improve service delivery and/or automate unit specific systems, reporting, etc. Develop and maintain InStep EBS for use with local networks and University Mainframe data.
-- Responsible for the data integrity of the InStep EBS database. This includes providing comprehensive analyses utilized in the standard monthly processes and for special projects.
-- Responsible for the GUP billing function of the InStep EBS database. (PUP billing function responsibility included in Accounts Representative position.)
-- Responsible for training / development of OBIEE dashboard.
Administrator iPad meter reading program. Includes management hardware, route planning and training / direction to meter reading staff.
Point of contact for customer questions and data requests.
Partner with Energy & Sustainability distribution and energy management staff on projects and information sharing.

Associate's degree or equivalent in Database Management, Accounting, or Business Management with a minimum of 2 but less than 3 years' experience or equivalent reflecting progressing scope and responsibility.
Demonstrated analytical ability, database management and problem-solving skills.
Must be self-directed, have strong organizational, interpersonal and written and oral communications skills.
This position requires adaptability with regards to workflow prioritization.
Bachelor's Degree in Database Management, Accounting or Business Management preferred.
Experience working within utility financial environments / large complex billing systems or Business Intelligence software is desired.
Knowledge of Cornell process and culture in preferred.
